How is the cloud database server maintained? What are the procedures if the cloud database server is down?

We use official cloud servers from Microsoft Cloud and Ailbaba Cloud depending on the region. We will have notifications both when users access is denied, which can be solved relatively quickly once we receive the logged data, as well as if there are issues with the Cloud Server itself.
